TerraBlue Environmental offers a diversified range of services, with specialization in revenue-based conservation, mitigation banking (permitting-management-monitoring-credit sales) and ecological assessments on large-scale properties.
TerraBlue Environmental, LLC (TerraBlue) is a natural resource and environmental consulting firm that specializes in promoting conservation of natural resources through comprehensive design and planning, ecological evaluations and application of sound science for a sustainable future. TerraBlue specializes in wetland mitigation banking, environmental resource permitting and revenue-based natural resources conservation by application of field investigations, planning, ecological evaluations, baseline documentation of property conditions, conservation design, and sound science.
TerraBlue Environmental, owned and managed by Ms. Sharon Collins, is currently active in and has permitted numerous, diversified, ecologically-based wetland mitigation bank, conservation, and development projects. These represent a major portion of the work performed by TerraBlue Environmental, LLC. Complex and large-scale property ecological evaluations to determine ecosystem functionality, habitat identification, wetland delineations, environmental resource permitting, management, and vegetative-hydrologic monitoring have been a primary focus for years. TerraBlue’s projects include GIS mapping and map production.

TerraBlue is a certified small business, certified FDOT Disadvantaged Business Enterprise (DBE), certified WOSB (Woman Owned Small Business), and certified WME (Woman Owned Small Business Enterprise) by OSD, State of Florida.
During 2017-2024, TerraBlue Environmental processed and permitted (by SWFWMD and Army Corps of Engineers), the Boy Scouts of America's Alafia River Mitigation Bank, Aripeka Mitigation Bank, Nature Coast Mitigation Bank, and the Manatee Mitigation Bank, as well as Zona Rosa Heritage Mitigation Bank. TerraBlue also manages, monitors and represents the Manatee Mitigation Bank, Nature Coast Mitigation Bank, and Zona Rosa Heritage Mitigation Bank. During 2021-2023, TerraBlue Environmental processed and permitted (by SJRWMD) the Ocklawaha Mitigation Bank. TerraBlue also currently manages, monitors and represents the Manatee Mitigation Bank, Nature Coast Mitigation Bank, and Zona Rosa Heritage Mitigation Bank. TerraBlue's Ms. Collins processed, permitted and/or managed over 30 mitigation banks in Florida from 1995 to present. Since 2009, TerraBlue has provided ecological services for various properties throughout Florida, including properties in Manatee, Monroe, DeSoto, Citrus, Brevard, Volusia, Charlotte, Lee, Marion, Lake, Sarasota, Orange and Hillsborough Counties. In 2021, TerraBlue completed a feasibility analysis for a potential mitigation bank in the Florida Everglades. From 1995 through 2021, TerraBlue Environmental permitted, managed, monitored and represented Miami Corporation's 23,000+ acre Farmton Mitigation Bank, as well as designed a conservation design and plans for its 70,000-acre Farmton Local Plan. TerraBlue is actively engaged with and works closely with its clients. TerraBlue Environmental sells mitigation bank credits. TerraBlue provides a balanced solution for wetland impact projects. TerraBlue Environmental permits and manages mitigation banks.
